Owen Barwell has been the Acting Chief Financial Officer of the Department of Energy since July 2011, and is responsible for the full range of financial services in the Department. Mr. Barwell joined the Department in November 2007 as the Deputy Chief Financial Officer. As Deputy CFO, Mr. Barwell played a vital role in executing the Department's $26 billion budget to support important energy, scientific, and national security investments. He had direct responsibility for the Department's financial management, budget formulation and execution, program analysis and evaluation, and corporate information systems organizations. As the Deputy CFO, Mr. Barwell played a key role in establishing and managing the Department's loan programs prior to the establishment of the Loan Programs Office (LPO), and he continues to serve on LPO's Credit Committee, governing credit and investment decisions. Mr. Barwell's experience with LPO was highlighted by his service as the Chief Operating Officer of the Loan Programs Office from November 2010 through July 2011.
Mr. Barwell has over 23 years of experience as a business manager, management consultant, and professional accountant gained in organizations undergoing significant change. He has helped both public and private sector organizations execute strategic plans, reengineer business processes, and implement major functional business systems. His experience spans the professional services, energy, aerospace, retail real estate, utilities, and rail industries.
Throughout this experience, Mr. Barwell has also served as the Director for Enterprise Strategy and Planning at Analytic Services Inc.; in business transformation roles in the Office of the Administrator at the National Aeronautics and Space Administration (NASA); as a Principal Consultant with PricewaterhouseCoopers Consulting, based in the Washington, D.C. and London, U.K. offices; and KPMG. He has also held financial management positions in the privatized rail industry.
A native of Derby in the U.K. Mr. Barwell graduated from Lancaster University with a bachelor’s degree in Economics. He is also a member of the Chartered Institute of Management Accountants in the U.K.
