CFO Business Operations Center Mission
The mission of the CFO Business Operations Center (CBOC)
is to provide financial, human resources, travel, training,
administrative support to the Office of the Chief Financial
Officer (OCFO); manage and monitor OCFO correspondence and
corporate initiatives; manage the Department of Energy Working
Capital Fund; and manage the Loan Guarantee Program for the
Department.
Functions:
- Provide a variety of administrative support functions for the
Office of the Chief Financial Officer and its subordinate offices.
- Manage, coordinate, and operate the Working Capital Fund activities in
support of the Program offices of the Department. This includes
overseeing pricing policies, issuing billings to customer organizations,
evaluating Fund performance, introducing new lines of business and
conducting WCF board meetings on a periodic basis.
- Plan and manage the Chief Financial Officer response to
departmental loan guarantee initiatives.
- Monitor and manage correspondence for the OCFO including the
use of the applicable correspondence systems.
- Determine management requirements and resource needs for OCFO
and develop annual and multi-year budgets that fully consider
operational needs, cost effectiveness, funding constraints and
legality, and that are integrated with strategic plans and
objectives.
- Monitor and coordinate OCFO budget execution,
performance management, and personnel usage.
- Manage and coordinate all aspects of OCFO personnel management,
position management, personnel performance management, and
employee training and development programs.
- Provide travel management support to OCFO offices.
- Plan and monitor training for OCFO personnel.
- Plan and coordinate OCFO events and conferences.
- Coordinate OCFO security issues, including the handling of
classified information.
- Prepare OCFO responses to assignments sent to "Heads of
Departmental Elements."
- Coordinate a variety of staff activities that cross-cut OCFO
organizations:
- Develop various internal OCFO policy documents and
implementation guidance;
- Prepare and coordinate all OCFO Congressional testimony
and internally coordinate Congressional testimony and
legislation involving other Departmental organizations;
- Manage and coordinate the OCFO diversity program;
- Coordinate procurement and small and disadvantaged
business activities
