In 2004, the Strategic Integrated Procurement Enterprise System (STRIPES)
Project Management Team (PMT) completed five workshops involving six
field offices held at various field locations. The PMT also completed
a workshop at Headquarters Procurement Services, and two video-conference
workshop sessions for any organization that was not personally visited.
The workshops were designed to capture requirements from the Department’s
acquisition, financial assistance, budget and finance communities to
develop the Requirements Baseline for the STRIPES Project. These baseline
requirements were re-validated in early 2006 through a series of group
workshops and one-on-one interviews. The requirements have been reviewed and agreed upon by the Procurement Directors and financial community representatives.
The following table outlines the definitions and terms as used within the baseline documents:

Those criteria that reference specific technical capabilities supporting the system itself |
| Requirements |
Those criteria that must be met in order for the system to successfully meet the Department of Energy’s (DOE) procurement mission; requirements by definition are mandatory criteria |
| Value-Adds |
Those criteria that, although beneficial, are not required in order for the system to successfully meet the Department of Energy’s procurement mission, but may be ‘nice to have’ or improve the efficiency and effectiveness of the system |
| Discards |
Those criteria that are deemed neither as requirements or value-adds and therefore, can be disregarded for the purposes of the PWS development and vendor evaluation |
