Q: Will Purchase Card (PCard) holders use STRIPES?
A: PCard holders are intended to use STRIPES for micro-purchases (or transactions
beneath the $3,000 increment threshold); however, persons who use "bulk funded" credit cards will
not use STRIPES to conduct their transactions.
Q: Is there training for using PCards in STRIPES?
A: Purchase Card holders that will be using STRIPES to process individual purchases
in a manner similar to current DOE/C-WEB users will want to take the STRIPES Navigation and Purchase
Card CBTs.
Q: What is the STRIPES Financial Assistance (FA) module?
A: STRIPES FA is a new module that provides a simplified and standardized
solution to all aspects of financial assistance management. DOE selected CompuSearch’s PRISM-Grants
v.5.0 as its new financial assistance application. It guides users through each phase of the financial
assistance
process from initiation of the funding opportunity to award and post award management.
Comprehensive
tracking of communication, actions, funds and deliverables ensures complete management
control and compliance with all Federal posting and reporting mandates.

STRIPES FA has been configured for the DOE financial assistance program by a team representing
DOE’s diverse financial assistance programs. For each funding opportunity
to be posted, STRIPES FA enables DOE to: define selection criteria that can be completed and submitted
electronically
by the applicant; establish the team to manage the application review; track and analyze the
input
from all team members, easing the award process.
Q: How can I use STRIPES to communicate with FA applicants?
A: STRIPES FA offers two-way communication with applicants through FedConnect. This two-way, communication
includes advertising of opportunities, electronic submission of applications, delivery of awards
as well as progress and financial reports from grantees during the grant performance period.
Q: How do I obtain access to STRIPES FA?
A: Users can request access to STRIPES by submitting a request to DOE's Management
Information Systems, (https://mis.doe.gov.) Users must be registered
in FA Security Groups and Route Roles in order to access FA documents. Please

Q: Can STRIPES FA interface with Grants.gov?
A: The current version PRISM v.5.0 does not have a built-in interface with Grants.gov.
However, a plan exists to utilize DOE’s existing interfaces with Grants.gov to post the FIND notice
and to retrieve applications submitted at Grants.gov. A future release of PRISM (STRIPES), will
replace the existing interfaces. Until then, the solicitation will need to be posted to the Industry
Interactive Procurement System (IIPS) and the Funding Opportunity Announcement (FOA) Application
Package at Grants.gov will be done manually as done today. For retrieving posted applications
from Grants.gov, the existing interface will be used to load the applications in to STRIPES.
Q: How will questions be submitted when STRIPES is implemented?
A: Questions will be submitted via FedConnect. In order to submit questions and/or view the responses, an entity must register with FedConnect.
Q: Can I use STRIPES FA to conduct the evaluation of applications?
A: STRIPES does have an Evaluation Module. However, the STRIPES Financial Assistance
Team has decided not to use this Evaluation Module in STRIPES for Merit Reviews for Financial Assistance.
Merit Reviews will
be conducted outside of STRIPES and its evaluation results could be stored in STRIPES
Q: Is Ad Hoc Reporting available in STRIPES?
A: In preparation for ad hoc query reporting in IDW, STRIPES Users who will be
generating ad hoc reports are encouraged to take the IDW training simulation at https://idw.energy.gov (internal
Department of Energy Use only, can only be accessed within DOENet). Click on the IDW/STARS
training and the simulation is under the “IDW Contracting Officer” tab. Ad
Hoc Reporting with STRIPES data will be done through Integrated Data Warehouse (IDW).
