Two New iManage
Systems Going Live
In January 2003, the Department of Energy adopted the
Integrated Management Navigation (iManage) Program to improve financial
performance, integrate budget and performance data, and expand electronic
government in support of President Bush's Management Agenda. iManage will
integrate the Department's business systems for accounting, travel, payroll,
budget formulation and execution, procurement and contracts management, and
human resources. The enterprise-wide program will enable the Department to
standardize operations and enhance decision-making capabilities. Over the next
few weeks, the Office of Management, Budget, and Evaluation (OMBE) will be
rolling out two key components of the iManage program - the Standard
Accounting and Reporting System (STARS) and the iManage Data Warehouse (IDW).
On March 28, 2005, the Department kicked off its transition
to STARS, the new department-wide accounting system. The conversion to STARS is planned to complete at the end of the month of April, when the new system will be operational. STARS will replace the Departmental Integrated Standardized Core
Accounting System (DISCAS) and the Management Analysis Reporting System (MARS)
as the new DOE core financial system. The primary users of STARS will be the
Headquarters and Field staff of the Energy Finance and Accounting Service Center
who record accounting transactions. As part of the transition to STARS,
historical Fiscal Year (FY) 2005 transactions and cumulative balances through March 31, 2005 will be converted from DISCAS/MARS and loaded into STARS.
The iManage Data Warehouse provides department-wide
reporting and analysis tools to help agency managers make effective business
decisions. IDW will be the primary means for obtaining reports of STARS data
recorded up to and including the previous business day. Beginning in May 2005,
the IDW will contain FY 2005 financial data that can easily be queried to
provide timely, intelligent business information. The FY 2005 financial data
will include DISCAS data converted to STARS from the first six months of the
year as well as STARS production data that will be refreshed nightly to assure
users access the most current and accurate corporate financial information.
IDW will also contain small business information and, in the near future, will
also serve as the central repository for the Department’s budget, performance,
procurement, and human resource information. The IDW Training program will be
kicked off in April and will consist of two web-based tutorials and several instructor
led sessions. More information on the IDW training program will be sent to
existing Financial Data Warehouse and DISCAS users and any other user
requesting access to the IDW.
