The bills and reports you download here are identical to what you can download from Thomas, except for three differences: excess margins have been trimmed, which results in larger and clearer text both on-screen and when printed; bookmarks have been added to serve as a table of contents; and two versions are available, one with the full text, denoted All, and the other with non-DOE sections stripped out to speed downloads, denoted DOE.

Supplemental Appropriations:

The Defense Appropriations Act, H.R. 3338 (345k) [DOE-only (49k)], provides, in Division B, Emergency Supplemental Appropriations, of which $368.7 million is provided for Department of Energy Activities. The complete conference report (H. Rpt. 107-350 6.3M) is available, as well as a DOE-only (97k) version. This bill was signed into law as P.L. 107-117 on January 10, 2002.

On March 21, 2002, the President requested $26.4 million of emergency supplemental appropriations for the Department. (The Department's supporting material is also available.) The House Appropriations Committee marked up H.R. 4775 on May 20, 2002, with accompanying report H.Rpt. 107-480, providing $250 million. The House passed H.R. 4775 on May 24. The Senate Appropriations Committee marked up S.2551 on May 22, with accompanying report S.Rpt. 107-156, providing $330.4 million, offset by a $30 million general reduction. The Senate incorporated their measure back into H.R. 4775 as an amendment, and passed it on June 7. The conference met and reported H.Rpt. 107-593 on July 19, providing $330.8 million, offset by some share of a government-wide $350M rescission against travel and administrative expenses. The conference report was approved by the House on July 23 and by the Senate on July 24 (H.R. 4775, as enrolled). The supplemental funding was signed into law as P.L. 107-206 on August 2. DOE's share of the $350M rescission was determined to be $13.8M, for a total appropriation of $317M. $234.4M of this amount, however was subject to subsequent designation of the funds as an emergency by the President, and the President has declined to make such a designation. Thus, only the $82.6M not subject to such designation became available to the Department, as shown in this table.


Continuing Resolutions: H.J. Res. 65 (42k) provides funds at the rate for current operations through October 16, 2001 for Energy & Water and Interior activities. It was passed by the House on September 24, 2001, and by the Senate on September 25, 2001, and was signed by the President on September 28, 2001 as P.L. 107-44.

H.J. Res 68 (31k) extends the continuing resolution through October 23, 2001. It was passed by the House on October 11, 2001, and by the Senate on October 12, 2001, and was signed by the President on October 12, 2001 as P.L. 107-48.

H.J. Res 69 (27k) extends the continuing resolution through October 31, 2001. It was passed by the House and Senate on October 17, 2001, and was signed by the President on October 22, 2001, as P.L. 107-53.

H.J. Res 70 (27k) extends the continuing resolution through November 16, 2001. It was passed by the House and Senate on October 25, 2001, and was signed by the President on October 31, 2001, as P.L. 107-58.
